This is a next-level complaint and it will be funny if it has substance.
Simple ZB, if a different .wav file is used in a TFix/NewDark version in place of the original .wav file used by an unmodified Thief 2 installation.

Huh. I loaded up Shipping...and Receiving earlier today and walked around outside the warehouses, but all I heard were the "quiet cricket" sound loops and the usual music for this mission. I have both NewDark and Tafferpatcher installed, by the way.
Yet, I distinctly remember hearing the "cicadas" sound loop (which I believe is the one from Constantine's mansion you're referring to) in previous playthroughs, even in OldDark.
And for the record, the cicada sounds never felt out of place to me. I just assumed it meant a lot of insects were living along this stretch of the shoreline.

The insect noise schema used in that mission specifies four or five different audio files, which are selected from randomly. This can easily be verified by quicksaving where it's audible, then repeatedly quickloading.
So... yeah.
