Technically, mentioning that he is regarded as a fine satirist and has been favorably compared to various authors is quite true. Personal opinion might vary, but those statements are correct. Had the wiki author said straight up that he is brilliant, then you are hitting bias to the degree it needs to be edited.
And yes, the one's dealing with the City Watch are my favorites, followed by Going Postal.

However, it is a statement calculated to show as much of the writer's reverence as possible without giving enough grounds to be edited for bias. It's exactly the kind of line-toeing that Wikipedia biographers do best.
