There are three ways to get in there.
1: locate the secret panel in the plans room. This is activated by a switch that you can find there if you look.
2: Come from the second level in the Vapor Chamber and jump/mantle/rope arrow form ledge to ledge across the apse to the highest opening.
3: Ride the elevator to the extreme top, step out, go east, and then think: "What would Garrett do?"

Thanks. I had seen that metal grate on the ceiling before but somehow didn't draw the right conlusion.

I've always wondered - is the turret room a case of an unfinished design or was it intended to be that way. Given that all the other towers seem to be reachable using stealth and/or cunning it seems odd to have a tower that can only be acheived Rambo style. I think one of the turrets can be taken out by flipping a switch or something but the rest require you to either utilise explosives or run like heck. It just doesn't fit in with the general design of the thief games.

I imagine the designers did the turret room the way they did for variety. By the time I found it, I was definitely itching to blow something up.

Considering how few explosives you start the mission with, I'd never be in a hurry to go and blow stuff up. You could create some mines I suppose but I'd rather put my trust in fire arrows.

Using the right combination of goodies from the storerooms etc. you can make up to 10 Sunbursts.
I disremember, but Old Man made some 10 or 12. There is a thread/post somewhere on this.
I have made so many mines that Garrett would need a forklift to carry them.
The "Plans" cover a lot more than just the "Beacon sender". :)

I know you can make all sorts of goodies with the other plans. But I personally wouldn't want to go lobbing mines around at turrets since you have to get within lobbing range to start with.
Actually the plans room is next to one of the scary parts of Soulforge - there is a servant in a dark room next to it and I almost jumped out of my seat the first time I spotted him since you have no clue beforehand.
The room looks like they were trying to set it up for a stealth approach since you can get a fair way through before you have to break cover.

That is one of the office areas. As you enter there are two such. On ahead to the right of the safes (where the guard servant is- who walks out once in a while), and the other to the left around the corner.
If you check it out you will find the desk/drafting boards in the cubicles.
