I have completed the level ... built and installed the beacon ... switched all the tower switches ... and left by the double doors in bay A.
But the level does not end. I also noticed that my objectives have never changed or marked as completed.
Anyone else have this happen? I really would rather not have to start this whole level over again! Any ideas or help? Thanks!

I got the beacon blueprints and all the blueprints in the safes along the back wall. And I read a book in one of the safes. Is that everything?

There's a large scroll in which Karas explains how to use the Guiding Beacon. That generates some additional objectives, and if you didn't read that, it might be the problem.

I've seen no such scroll in the plans room (or elswhere). That sounds like my problem. Where is it?

It should be on the same table where you found the plans for the beacon.
