The PC version has less "stuff" in numerous areas. Missing furniture, fewer items on desks and shelves, windows in many areas have been made opaque. Nothing major, there is just less detail in the game world, I suppose for the sake of performance.
Old gen plays the same as Chaos Theory. Next gen no longer has the light meter, instead Fisher has a light on his back that switches between green, yellow and red.
It's been a while since I played any of them, but I don't recall NG being particularly "actiony". Many (most?) of the mission take place during the day while OG sticks to the night. I didn't think the trust system in either version was all that, it's pretty easy to keep everyone happy.
If you're a SC fan I'd recommend both.

No, but you have to modifiy HidePieces=True to HidePieces=False in one of the .ini files (SplinterCell4.ini maybe) to make the extra detail/objects appear.
