As far as I can tell, the boundaries in between current gen consoles are mostly articificial. The particular console architectures and their technical limitations that you refer to aren't an unfortunate side-effect of the systems' designs, they're both a development boon (more freedom in hardware architecture), sure, but also a goal in their own. The way I see it, cross-console compatibility isn't at any point something desirable for the manufacturers because it would effectively remove a vital point of competition in the marketplace.

Actually, I think you're still a bit off it, we're not on the particular faults and merits of the console model as compared to the PC, but about the possible replacement of said console model (and, likely, traditional PC gaming model along with it) with a potentially more accessible but more controlled, content-wise
and financially, live streaming model, like the Onlive concept.

With a console game, mods/fan creations are very limited, if not completely impossible. We wouldn't have things like The Nameless Mod or The Dark Mod if there were only consoles. We would instead have Deus Ex 5, with enhanced graphics, respawning enemies, small maps, and rechargable shields.

"Which would be better" somewhat missess the point.
The big reason publishers want this is because it gives them total control over the game. Even with console games, you have some mediocium of control because you decide how much you play them, who can play your disc, and you are free to keep your own data.
Under this system, the publisher can charge you for playtime, delete your saves unless you pay to keep them, enable auto-transactions, or any other unpleasant actions they choose.
It will, in the words of Kotick, turn that $60 purchase into a $120 purchase.
