Looks like the demo is not optimized very well. They will probably want to work on that later in development.

I built my current PC in 2013 (pre-Thiaf) and my 16 gigs of RAM cost $130. So it all just depends on your definition of "affordable."
But again - this game won't be out until late 2017, a year and a half away. I would think there's tons of optimization left to do, so I don't know how they can be so specific at this point with system reqs.

I went from "another remake attempt, yawn" across "this could be interesting" all the way to "take my money". And the demo ran decently on my 2011 rig, so I don't expect problems in a year or two when the full thing comes out.
As for the less blocky level design, I too don't find it too problematic if they keep it. But I also expect them to do tweaks and changes to the original environments.

The requirements are for the System Shock
Pre-Alpha Demo. Because there is an actual playable demo of the game available right now, they are obligated to list the current requirements...This of course may change next year, during beta testing.

That makes more sense (the demo part). It suppose it's possible the reqs could actually go down upon release, although that would be odd.

I don't take RAM requirements very seriously these days. In the last half year or so I've played multiple games with a listed minimum requirement of 8 GB of RAM, but I played these games at 1080p with all settings pretty much maxed out on a nearly six-year-old system with only 6 GB of RAM. I experienced no perceptible framerate drops or performance-related problems with any of them. Doom 4, for example, looked and played great without the slightest hitch.
I also didn't have any problems running this System Shock pre-alpha demo.
But late last fall I upgraded to a GTX 980. I think current generation games are much more about the GPU and most of the other listed requirements are based on minimizing the potential for customer anger and avoiding tech support headaches.
I seriously doubt you'll need 16 GB of memory to run System Shock at high detail when they release it.

you probably will, but by that time, 16GB will be something an average office computer will have.

Need Linux port, but they don't have anyone using it now? :(
