Ok in the manual it says if you steal people stuff thats well displayed in plain view guards and npcs will noticed its missing but for some reason they fail to noticed it and even in fm's its the same:tsktsk:

This is true only for a couple of items in the game. Actually, the only examples I can think of are the gold hammer in the entrance hall in Undercover (T1) and one of the three hammers on display in the same mission.

It happens much more often in Thief 3, just something they implemented more. It's not just a default behavior, it has to be set up somewhat for it to work

It's a valid point.
It's one of the few aspects that diminish the reality of the game.
I can understand guards not being too bright just so that we have a chance to sneak by them. But, guards that patrol the same route not noticing that things have moved is a bit odd.
I was just playing Masks and I threw a spade into the main corridor. You would think a guard walking by would think that odd, but no.

The manual says something about the game that clearly isn't true. That was his point.
For what it's worth I think the reason this isn't implemented more often in FMs is that it's actually pretty annoying for the player, because IIRC by default it will make the AIs that notice something missing go on major alert rather than just "huh, that's odd" like they do in Thief III. This makes it hard to pull off ghosting and 100% loot runs, which people are fond of.
