It's been around like 3 years now. I'm pretty sure it launcher around the same time as Torchlight and they announced it on the front page of the Steam client as well as the store page.
At any rate, how long is this taking for you? I've never seen it take more then 10 seconds tops, and that's very rare.

Definitely not the problem, you could have the most ancient hdd in the world and it should still be fast, since all it does is sync a bit of data with the server.

With it checked it takes at least a minute. Unchecked it's taking 10-20 seconds. fwiw the most common game I play is Company of Heroes. I'll see what it's like with other stuff since I've finally got the time to play for longer now (CoH 1v1 MP is a quick 30min fix).

That's crazy, I have 177 games on Steam (wtf) and I don't think I've ever seen that popup for more than a second. If I had to stare at that for 10-20 seconds every time I quit Steam (which is constantly, since it still leaks resources like mad) I'd be pissed too.

What kind of hardware and connection do you use?, I believe the syncing will only take as much time as it takes for it to upload the cloud-data, and on my side I never get the popup, just a tiny notification-text next to the game in the list.
I would do the "on and off", recommending to delete the clientregistry.blob that is, it might fix something.
Otherwise my last bet is your connection as it takes time, but there still isn't any reasonable explanation as to why steam would require any more performance while syncing, as it should be as minimum as anything when a game is not running.

Ok, I played some Batman AC last night and despite the sync being unchecked it took a full minute before I could escape Steam. Chrome takes an age to open if I try before the Steam pop-up has gone.
I've a 10Mbps line. It's usually very reliable.

Could it be a firewall issue? I know some firewall software and also (if you use them) some peer-to-peer sharing protection type software occasionally has general issues with Steam.

Definitely not your connection, and as you can play arkam city you should have a computer powerful enough that it shouldn't even be noticable,
Even if the syncing were to struggle you'd still be able to do everything else while steam just goes on unnoticeable in the background, chrome taking ages to open meanwhile definitely sounds fishy.
So what hardware are you on?, how much memory and what kind of a cpu, is your harddrive running out of speed and is this the result of heavy hd-caching going on, do you have any overzealous anti-virus programs installed?
