CPU: Intel Core i5 Quad Core 2.7Ghz
RAM: 4Gb
GFX: GeForce GTX 460 2Gb
HD1: 111Gb free/390 Gb - Main drive, Win7, games, commonly used files.
HD2: 29Gb free/1Tb - Media and archives from way back
HD3: 221Gb free/232Gb - errr, some old files
HD4: 6Mb free/232Gb - my old Windows install (I think)
Display1: Samsung SyncMaster 2233 @ 1680x1050
Display2: Samsung SyncMaster 204BW @ 1680x1050 (not used when playing games, only for work)
Windows 7 Home
I've also got 2 external drives - a 1Tb which is a mirror of HD2 and another 500Gb one which is a mirror of HD3.
I think I'm going to re-install Windows on my new 250Gb SSD HD (when it arrives), wipe all the other internal drives except the media drive.

Oddly, it now takes a couple of seconds, even after Batman. Strange - mention it on forum, problem resolved.
For now...

SSD in place, with windows only. Going to dl Steam, seed what happens.
Starts up really fast. No surprise there then.

I've seen this dialog box as well, and I actually have server sync disabled. I find it amusing how Steam gives us options that don't work. Only recently the automatic updates dropdown was fixed and actually works as advertised. Before it would force automatic updates down my throat for games where I had them disabled.

every time I quit Steam (which is constantly, since it still leaks resources like mad)
No kidding. I've seen it go to 120 MBs, and poople reported numbers of 200+ MBs. It is hilarious how some Steam community members try to argue that inefficient, lazy programming and needless bling is somehow alright because modern computers have a lot of resources to work with. You could argue that having more data loaded in RAM reduces HDD access but that begs the question; what do those 120 MBs of data consist of?

Everyone's credit card numbers ALL THERE AT THE SAME TIME

Steam is slow because Gabe is fat.
Fact.

WTF is this now?
I can't install Steam.
Common Steam solution that everybody knows about:-
Have you tried deleting clientregistry.blob and appupdatestats.blob?
SubJeff on 29/1/2012 at 09:22
"Everybody"? I've never had this problem before and the steam support page on this error doesn't help, nor does out have anything about those files.
Neither does the forum.
But thanks for the tip, I'll look into it.

Deleting clientregistry.blob basically causes Steam to re-download and install itself. Pretty common solution to most Steam problems.
