Yeah, most free games on GameTap (though not all) should work outside the US and Canada. It's only the Gold subscription that's limited to NA.

I've tried it before, you can only play the free non-violent games. Anything rated 15+ requires you to verify your age... which you can only do by registering... which you can only do by living in the US or Canada.
edit- though thinking about it, it might have been that the software wasn't working and only allowed me to log in as guest. I'm not sure if that was a bug with the program or something to do with the service itself.

I think you can sign up for a green account (not the subscription gold account) from anywhere, can't you? A green account is essentially signing in as a guest but being able to verify your age and post leaderboard scores.

Yeah that might have been it, but I remember now, it was the program itself for whatever reason wasn't working properly and wouldn't let me sign in under my account, only as a guest. A friend had the same problem and there were mentions of it on the official forums as well.

ARGH. I HAAAAD to go buy TF2 and DoD:S 2 days before this sale started didn't I? Had I have known this sale was just around the corner I could've bought myself Commander Keen too.

with steam you loose all the time except for very old games (that you can start to get DRM-FREE from gog.co) and their own games. all other steam sales items I checked are ALWAYS cheaper to get in retail.
since steam introduced euro-pricing it even got MORE EXPENSIVE. they just changed the currency symbol on their site but NOT the prices. it's ridiculous.
the only thing I got me during that sale was BeyondGoodAndEvil (4€) that I ALREADY own and replayed it quickly.
