I was about to say that that's for the European Union. The EU has EU-wide kick ass consumer laws and a kick ass judiciary to deliver them.
In the US it's probably done state by state and the states probably compete with each other to provide the flimsiest consumer protections possible in order to attract business tax dollars. But I've really no idea about that.

....that question answers itself.
So it appears Steam just went to the next step asking that if you don't agree to the terms of service, would you want to delete your account? They make crystal clear what the ramifications are for taking that action.

This change in the EULA likely has something to do with the announcement that Steam will begin to sell applications, in addition to games. People's bitching about a game to customer service usually boils down to "it doesn't work, so I want my money back". But with apps, they're probably expecting all kinds of complaints and don't want to deal with all that crap.
Seems Valve are going to tackle the Windows 8 app store, head-on. Can Valve outdo Microsoft, once again? Steam has pretty much buried Games for Windows Live and pissed on its grave. Even Microsoft are selling their paltry few PC game titles on Steam now. That's admitting defeat, right there.
I expect Steam will sell traditional desktop applications, only. While Microsoft will peddle their Metro crapola. Be interesting to see which service and environment people will prefer.

Though as far as Games for Windows Live goes, they could have been competing against a Japanese vending machine with nothing but a button that randomly awards you with either soiled undergarments or a video game, and the vending machine still would have won.

Well, if you don't agree with the ToS then, effectively you can't use the service, so you would have your account disabled. It doesn't strike me as odd.
What is the real WTF here is the fact that the account disabling is completely irreversible (even if your account is archived). I know people bitched about Facebook keeping their info, but then again, its not like they pump potentially hundreds of dollars into their accounts.
All you need after deactivate is just username, email, maybe password, and list of games. This would give the ability to restore accounts (aka not lose money) but still accomplish the goal of clearing one's personal data. Why they don't do that is just complete irrational o.0
