It's pretty simple mathematics. With 70 voice actors, by the time you meet the tenth character in the game, it's already more likely than not that at least one of the voice actors appears more than once. Assuming it's completely random. (Which it isn't in this case.)

70 voice actors is still a lot better than what they had for Oblivion, where all non-essential characters were played by maybe 8-10 actors. Hearing those voices got old really quickly.

actually, i think there's one direct thief joke in the game
there's a random chance in a city at night that a thief comes out of a building and proceeds to be shot and beaten to death by guards
if you get a chance to talk to him, he speaks in the voice of benny
