well sorta...
i was playing the first mission, Liberty Island, and noticed that fora split second I could see the bullet approaching me. So i got the cheats enabled and went into SLOMO. Now it is hard to avoid the bullets (with enough pratice you could be better than Max Payne) but just seeing them is cool enough...also you get to see the weapons as they really should be...did you know you actually SEE an empty clip fall outta the pistol before reloading??? did the you SEE the plasma rifle's wires expand and compress as you fired>??

Of course, it's also a lot of fun to use slomo > 1 to speed everything up. The NPCs look like hummingbirds. Go to third-person and watch yourself walk. It is reely funny lookin'.

if i want bullet time i just crank up the graphics...slow motion to the extreme.

shomod: cheat
type "allaugs", so you can run fast, "allskills" so when you have a big weapon out (slow motion rocket kills are SO cool!) you won't go really slow. that won't help firing and things, but spawning a bunch of recoil and reload mods can help. plus clip, so you don't have to reload as much. oh, and "allammo". also, try throwing knives. i don't think anyone actually ever used em (you only find them once or twice) but you can throw one, then strafe (remember, your view moves normally, thank god) to follow it into the guy. it looks awesome.
