I see it like this. This is Garrett's source of income. He can't just spend it all on equipment for his next thievery, it wouldn't make sense. He has to use it for misc. expenses, and I should think he puts a good portion of it aside for when he plans to retire.

I always end up hoarding anyway in all 3 games, whether I keep the stuff or not. It certainly teaches you how to use the environment, and ghosting to your advantage.
