I don't think so. IIRC the hum can only be heard by certain people, and it's... you know, a hum.

My vote for the dam. It's likely to be something easily explained, since I couldn't find any "real" news on it (sites named "lunaticoutpost" or "alienexistence" don't really sound like reliable sources...). Or maybe I'm just a lazy googler.

It sounds like bowing, a friction sound, two metal surfaces dragging over each other inside a resonator or they are resonating themselves.
The closest sound I have heard like it is the brakes on cars in a train yard, except pitched much lower.
When I lived in the frozen wastes of Canada, there was a train yard about 2Km north of my work. Usually the noise from there sounded very distant and muffled but when it got really cold the brakes would howl some rather lovely improvisations which carried in the super dense air.
Take that and pitch it down a few octaves...
What makes me suspect it's a hoax is the lack of any sort of official response, in the form of a clarification or a denial / cover up. You'd think that such an eerie sound would create more real concern or at least curiosity amongst the citizens.

If it's a hoax, I doubt it was perpetrated by the camerawoman. The way her kid reacts to the noise -- and the brief conversation that follows -- seems too natural, if that makes any sense.

Eh wouldnt be surprised if it was viral marketing. So many of those unbelievable home-videos turned out that way in the past.
