People in the comments from Kiev who also heard it have not yet come to a definite conclusion, and say it's creepy.. Some say it's a bridge but even if it is it never sounded like that before.

We had the "hum" mentioned earlier in a village near us up in the Pennines in Northern England. It was in the local press for a time, with the speculation being that it was wind blowing through the old mine workings below us. Turned out to be a farmer leaving his milking machine generator going all night.

I heard a bit on CBC radio about a strange hum in a Canadian city (the name of which escapes me). I searched their site but found nothing. (http://www.sott.net/articles/show/228208-Ontario-Canada-Strange-rumblings-unsolved-mystery-Industrial-source-ruled-out) The best I could find on Google was this.
