Well, Garrett is a thief. When he steals, he uses the money to buy... more tools for stealing. Why doesn't he just steal the arrows and other stuff instead of buying them? :erg:

Well, he does steal gear any time he finds it in the course of a mission. :D Just not from shops.
I suspect he avoids stealing from shopkeepers because, well, there aren't too many folks willing to sell that kind of gear in the underground, and it doesn't pay to piss off the folks who keep you supplied. You never know when they might be able to get you some special tool or other.

It is stated in the cutscenes he mostly steals to pay rent (Or occasionally because he's pissed off or it's a very lucrative prize), LGS just never bothered to work out his rent and deduct it from loot to spend next mission.

with all the craziness going on in the game(s), THIS is the thing that bothers you? it's actually pretty realistic, most thieves would need a place to call home, with a landlord that won't ask any unnecessary questions (or even knock on the pipes when cops are coming), and a bunch of people who would take the hot stuff off their hands, and also some who would sell them some specialized equipment (rip Farkus). no matter how much of an independent thief you are, you will need such people, and you wouldn't want to make them angry with you.

I have great sympathy for Garrett - my landlord's always asking unnecessary 'when are you going to pay the rent' questions.

What other crazy stuff happen in the games? Everything has a logic in its sense: Karras was a psycho, and a psycho is a type of person who would destroy a whole city; but Garrett is a thief, and thieves would steal stuff that are useful to them, whether it's money or tools.

My interpretation is that he's off doing smaller, uninteresting jobs not depicted in gameplay, and uses that for rent, splitting his budget into rent and equipment, and the player only ever touches the latter part of the budget.

The loot objective in Shipping... And Receiving explicitly states that Garrett needs X gold to pay his landlord, yet this amount is never deduced from the money you can spend on equipment before the next mission.

Again, for all we know, Garret could've also already had that much set aside and wanted that exact amount for spending money. Or maybe Garret just didn't pay the landlord who got pissed and outed Garret to Truart (perhaps for monetary compensation). Then again, he was guilty of harboring a well known and highly wanted criminal. Truart is corrupt, however...
I probably shouldn't be jumping through all these hoops to justify an inconsistency in the story.
