Buying can build credit with a vendor that offers complimentary items and services to encourage a thief to steal even more. Not to mention all those frequent flyer miles.

In poker you could have an option to cheat instead of playing fair. The steal-buy system in Thief is called "game design". You create an incentive to do things in a game. If you have an option to pay 50g for something or 0g for the same thing, what is the point of stealing the loot to buy stuff with then? If the loot is useless, and you go into the missions to steal loot, then the missions are pointless.
