I think the common thugs don´t have enought money to spend a lot on fire arrows and stuff (hey, even I stay away from then during the buying screen, have you seen the PRICES ?!?).
So they use these things very carrefully. And the presence of a lot of these things at the thieves guild can be explained as merchandise. They have a lot of these stuff because they pretend to sell most of it, not use it. They sell it to the underground shops with the sexy voice-annoying girls.

yes, you can.
I think the problem comes from the fact that elemental crystals are rare naturally, even if you could afford as many fire arrows as you'd normally have broadheads, there just aren't that many available.

How close do you have to get? I know in TMA I can crawl and creep up to an armed mine until it highlights, then use my lockpicks on it, but I must've always stopped short in TDP/Gold, when I felt I was too damned close for my comfort, 'cause it never highlighted. Of course, I never just experimented and quickloaded.

While looking to see if anyone had made a burrick so that the hair in it's texture actually looked like hair and not markings (I thought the concept art of them was different to the actual game ones - but no, look at the texture! They actually have hair it's just you can't tell, it looks like markings):
