I would definitely go with the puppets, because they were the least human of all the undead - their animations were straight out of the movie Jacob's Ladder, and absolutely terrifying. The abysmal gale didn't scare me at all because the zombies used the same animations that all the human guards do (ie. yawning etc). They were just regular guards to me. Also, when they were "sleeping" they always clipped through the floors, so you never had the feeling of "is it safe to walk over it or isn't it?" feeling from the first two games. And the haunts weren't NEARLY imposing enough to be scary - too small, too weak, too slow, and they used the same guard animations as well. I did like the new sounds the devs added for them, though (the shrieking death wails were dead-on).
edit: and what's all this hullabaloo about puppets not being killable? a couple of flashbombs has always done the trick for me. if you backstab them, sure, they just go to sleep, but that's the same with all the undead ('cept haunts).

I think there was something about only holy water taking them down at expert. Dont know if this is true or not, though. However when in stunned form (blinded by flashbomb) they seem to be totally immune to nearly any form of attack.
Haunts just take more flashes to go down, about 3

You can simply avoid them - it is much more fun :D
At Abysmol Gale I used holy water and fire arrows on them, but at the Cradle it is easier to avoid them by hiding in the dark than wasting your resources.
Answering the question bout my favourite sort of zombie I'd say they were Cradle's ones.
I've been through the game twise - and still they keep scaring me like hell )))

Walking Statues were rather creepy.
But it was also fun blackjackin' them from behind... :)
