In System Shock 2, yeah. Not in Bioshock. Bioshock you just buy it out with plain old Andrew-Ryan Dollars.
But then, given the whole Ayn Rand thing Bioshock has going, you can probably handwave it as buying special access rights. Rapture security, like everything else in Rapture, is for sale if you've got the cash. Capitalism, Fuck Yeah!
Both games have inexplicable things like that. In Shock 2 research only ever requires just plain elements. You might need Molybdenum, but never Hydrochloric acid. And they keep jugs of Fermium just hanging around in their Chem storage like it's not crazy radioactive, and like it doesn't decay by half every 100 days.

You really can't handwave it without asserting that
everyone in Rapture was batshit insane. Put yourself in the place of a Rapture shopkeeper-- You have a choice between purchasing two security systems, one with a built-in bypass mechanism that anyone can use (thus ensuring that you will be robbed constantly), and one without such a stupid feature. Which one are you going to buy?

Far as I could tell "Everyone is Insane" was actually a pretty good description of Rapture. We are talking about a city where after everything goes to hell everyone starts dressing like it was a masquerade ball.
