The flares are entering in the inventory as Tinder box with counter. Use if you need, but there is nothing special on it, are just for lighting
(except in the last mission at the cannon, but is a different item).The dead guy is a assasin captured by the guards there. His body only focusing and G say something when he (you) see (the body is highlighting), but I don't remember what
