@ Too Much Coffee:
Once the objective is given, he should be there (he was not one of the original AI, he only shows up when you get the objective). I went back and checked, and found that even with KO'd bodies lying around, he was in there pacing back and forth.

I can't find anyone remaining with a key, KO'd or not, in the entire map, let alone just around where it is supposed to be. I tell ya it's just not there.
Update: After reloading a few more times and running around the streets all over the entire map some more, I finally found him walking way up north in Dog's Run. So maybe he did get scared off and went in hiding for awhile. Now I can finally get some closure.

OK, good deal! I'm glad you had the persistence to search him out. Strange though, none the less, that he would venture that far away from where he's supposed to be.

in the very beginning, in the small power station, note says a "spare key" will be left there. - i don't see any key! :tsktsk:
okay, whats up with that unfrobbable door in the area with the 3 skulls, brazier w/ fire arrow, two "wall faces", and the girl giggling?
(after you drop down the hole near Mifflin's hideout.)
also:
the wall with the hole leading to large coal fueled bonfire with the fire arrows, to get up there you have to put rope arrow into that wood beam - is it possible to mantle onto that beam? i tried about 20 times, got tired of falling and going SPLAT!

Garrett's Shadow: the spare key is found in the eastern power station, next to the usurer's place - look for it in a window.
You cannot go through that door (sorry, it was my design mistake - there is a similar door in the usurer's house downstairs).
If you mean the higher wooden beam, you can't mantle on it, since there is a sky texture above you.
Hope this helps!

i kept falling when trying to mantle up onto that!
talk about painting the town RED!
oki - ty about the key - i havent found the usurer's place yet! HUGE map! hope i have'nt done things too out of order so far since i have yet to get even the first objective done!
hope i can find my way to that boarded up door - could'nt squat down far nuff (from the crate above) to disarm those 3 sweet mines

You can solve that problem with some finesse, rewards and all.

disarming the mines from that crate above?
because i tried, leaned forward
to get a mine to hi-light, then extended first one pick then the other, both times
the mine un-hilighted! :p  :erg:
that's why i said i could'nt seem to be able to get close enuff crouching from that crate above - from the other room where you crawled thru the crates.

Then you have to get a little bit closer. Don't worry, they'll only explode when you're practically on top of them.
