According to Dromed that archer is available in both 1.0 and 1.1, but he only spawns on expert (when you read the scroll in the Usurer's mansion), but in neither versions does he carry an arrow that is pickable, the teleport position is the same, ie on street level by Almsgate, and in both version he is meant to be on patrol, so looks like when playing v1.0 he got stuck with you for some reason, and that your lootlist about the arrow on v1.0 is incorrect.

I've played v1.1 a few times recently, and that guy was stationary for me. He doesn't have arrows though.

The two times I've played it recently he's been patrolling. I think the arrows was a mistake in my list. If he's supposed to be patrolling, that's good, as it has a pretty big impact on my supreme run. Did you see him stationed in the same place as in the picture, marbleman? If so, it's strange that he always gets stuck in the same place. I wish I knew what determined his outcome, instead of it just being random. This helps though, thanks guys!

Yes, he's always standing in that exact spot. I've never seen him patrol.

I'm stuck at the objective where I have to find something interesting from Tomlinson and deliver it to the authorities. I read through this topic and I think I need to drop what I found at the Hammerite building, but I have no idea where exactly this is. I did find a rooftop that I can't reach with one or more Hammerites walking around, but so far nothing I found leads to that rooftop. Could someone lead me in the right direction? Thanks! Enjoying the mission btw, amazing that this is his first mission ever made. Very impressive.

If I remember correctly, you need to take it to the east side of the Hammerite building and drop it in a chute by the door.

I think he knows what to do, he's just trying to figure out how to get there.
Check your map for Gloom Court, that's the way to the upper Hammerite level.

Ok, I'm stuck. I need to steal the key to my landlord's apartment. But where is it? I've seen some earlier posts say it's near the start and that there's a stationary guard outside, but I've gone back to the beginning and I can find no guard nor anything that looks like an apartment. I saw The Coronet was referenced as well. Is that the name of the pub? If so, I've already been there and there's nothing there either. It's hard to find my way around this place when there's so few distinguishing features or street signs. :(
