Sorry for the late answer but the only explanation might be that you read the readables and made a reload in between. Or did you confound the readables? You can't miss the goal as long as you frob (and - recommended - read) all books and scrolls in the town. :cool:

Apparently I must have saved before reading a couple of the readables. It finally ticked off and I finished.

For me, it did
not work that way. When I re-played this campaign once more, two days ago, I had to do much more to get the optional Mechanist objective to tick off.
The lever was not even usable until I read some things there. Reading the plaque outside the Mechanist building was
not necessary (contrary to what I wrote before), but
I think I read a plaque on a button at the top of the ladder in the factory room, pressed the button so that the bodies fell into the red fluid, and maybe then the lever on the lower level of this room was "frobbable". I am not certain about some more things, like

After abandoning the game several times it looks like it's necessary to set the alarm off at the bank in order to complete the mission. Because I got caught the first time I opened the vault I went back to a previous save and didn't bother with it. Instead I explored all parts of town, disposing of people and getting about 3150 loot, even though I had sort-of guessed that I was probably not doing what the author had planned when I walked across a roof that didn't make a sound. Yes I know there was advice in the description about fulfilling the main task first. But a thief has to break rules and it was too late to turn back.
After leaving the game alone for over a week I had a final go and by chance got back to the start area. I still hadn't opened the armoury or cells in the gendarmerie and I decided to open the bank safe just for fun. Nobody came running because they were all unconscious or dead but when I climbed into the air vent there were voices of guards below although none were about when I went looking for them. However I did find the City-Watch key in the gendarmerie which hadn't been there previously although I'd searched that room many many times. After that I could move freely between the 2 parts of town without resorting to difficult routes and finished on 3190/4000 and 8/10 secrets (on Normal).

damm lol. This really looked to be a good one. lotta custom assets. but you made the same mistake so many before you have done. You made this FM too difficult and cryptic for most to enjoy. I don't often like reading for hints as i feel as thats cheating. Good look'n anyways.

To get into the armory, you need the key. You can find it in the chief guard's room in the police station. I think it is hanging on the wall next to the door on all difficulty levels.
