one thing i want to give amazing praise for in mission is first in game cut scene,where the lead sheriff guy talks to you,look real close at him as he says what he has to say then as you play mission you will in the end be like wow i should have known the whole time :)

I think for me key was on
table in room with guard on small balcony. But key only appears
after you complete all bank's objectives.

I and Galaer are speaking of the same room. I am not certain whether the key is where Galaer says on all difficulty levels, but it's certainly in this room somewhere, and not very much hidden. To reach the room, go into the gendarmerie through the front door, go up the stairs, and enter the room to the right in the small corridor after the stairs. That is the room with the key.
