If memory serves, to find that key you need to have found the area with the
thieves' warehouse. Go past its entrance portcullis and go as far as you can, and you should see a tower in a corner. Go round the back of the tower, and drop down into the gap in its wall. A slow fall potion helps.prjames on 5/2/2022 at 16:46

only readable i needed help to find was the one where you have to use rope arrow by flower box above an street/alley below the mech church,not sure of ingame direction but if you face mech church turn arounrd 180 degrees and look to street on left look down that street in air for flower box,hit rope arrow on other side and get what should be at that time last readable i think

Update: I found all the readables and completed the mission.
It's possible that one of the ones I missed was in the jail, reached via the City Watch Key, and another one I may have missed was in the bank in a room with two sleeping guards, and the last one that finally set the objective off was the note from T. Lark, in the Thieve's warehouse, the same place (or very near) where I found the Harbour Warehouse key.

the notes of the witness Mario in first area(sitting in the police jail)
the diary of bank director Lehman in second area (white house with garden+pool, attic flat, above his library)
the accountant's diary in second area (rope arrow up to planter box between Mech temple and bank director's building)
Fantômas' ledger on his desk in second area (casino office)
the note of Fantômas' ex-accomplice Tjark in second area (near Fantômas' bed in casino secret area)
I hope this helps any others who are having trouble. Thanks to Zappen for the work on the FM and hints!
Has anyone found a way onto the cliff above the harbor? I feel like it must be related to the ivy wall in the forest but neither sword nor fire arrow broke that down...

I cheated my way up to the cliff. There is no apparent way to get there without cheating, and there is an invisible "ceiling" up there as well, meaning there's very likely nothing on that cliff, and no regular way to go there either.
