I am stuck.... Read all readable in primary area. Have landlord's key. Found two buildings that have unpickable locks. Need to unlock them.... I did gain the codes by which voltage they have. I also cannot get into the red storage lock/room. No way to get to the docks.:p

It's in Southquarter, near the fountain. To gain access though, you'll need to go to the house of the guy who own's it, which is also in Southquarter, and should be fully accessible.
