I have finished it, it was interesting, but very hard to find item. some where find accidentally.
But the worst in your story, I have won with "win_mission" a cheat code, because your objectif:
"That fire looks unstable. I better finish all my other tasks before bringing Basso through."
Was not complete. Perhaps because I have used the bucket of water before the apparition of this objectif. But it is bad, it was so, impossible to win.

Almost every item in-game should have a clue on where to find it, so it's possible you just didn't locate the right books/scrolls or possibly didn't understand them. No offense intended at all, but it appears English in not your primary language, so that may be part of the issue.
Re: the objective you mentioned:
Using the bucket of water before this objective should not prevent you from finishing the mission. Reading the journal in the building by the docks starts this objective, and it's impossible to rescue Basso before you read this journal, so you should be fine. In short, there should be no way to rescue Basso before receiving this objective. Once you do rescue Basso and bring him thru the fire, the objective should disappear.

And when I have done it, the objective was not completed. I have understand everything about your journal, I'm not good for writting and speaking english, but I understand it perfectly.
No, when I have took the bucket, I havn't see the journal, I have "turn off" the fire. And when I was back to find the lockpick, I have find the journal, then the objective appear. And when I have cross this stuff, I was on the boat, put basso in the bellow deck, push the wooden catwalk, turn the rudder. And the only objectives uncompleted was, the optional "Find weapons", "Basso should survive" & "That fire looks unstable".

I think my next step is to make a shielded charge to clear the way to the docks.
I have the trigger core and the TNT gel but no steel plate which I think can be found in the pawnshop in Stonemarket but can't find a way in. I'm starting to obssess over the silent keeper standing on the roof. Help!

FireMage - strange, that shouldn't happen. In dromed terms:
There's an invisible AI just past the fire with an AIWatchObj link that should trigger a QvestVar that cancels the objective. It also teleports in a few new objects in the fire area so the player path is blocked and you can't go back. Did you see that happen at all?

I have the trigger core, plate, and tnt gel, but no idea how to combine the two. also in the shop where you can infuse broadheads, I cannot figure out how to use the two machines in there.
Also, there is the warehouse with the elevator, not sure how to get in there. still looking for 3rd lockpick, and I noticed near the statue that is fenced in, there are two large crates you can climb onto. There is a metal duct covering what looks like an opening to the building.
Another place I cannot get into is the home of Mr. "esq".......

Instructions on how to combine the ingredients are in the Inventor's house next door. Search around there. That should answer your question about the machines too.
Also, for the warehouse/elevator, read the note on the wall there for a hint.
3rd lockpick - you'll find it naturally if you follow your objectives, specifically locating Basso at the Docks.
And the crates by the statue and the duct - nothing to do with this mission.
Edit: Entering the home: you'll need a rope arrow.
