Your problem is software related. I have almost the same specs (i5-4570, 8 GB RAM, Geforce 650ti 1 GB) and I get 60 frames per second in this mission.

Not too bad for me. The most resource intensive areas of the mission bring me down to 25 FPS, but otherwise I average 40-45 (up to 60 in less problem areas). My specs:
Intel Core i3-3225 CPU @ 3.30GHz, 16 GB of ram, with 2 GB GeForce GT 640 video card.I still find it weird that Skyrim with graphics maxed out runs better than some Dark Engine FM's. I don't get it

It seems that the author has lost sight of the fact that ultimately this is a game to be played - if you can't do that then all the hard work that has gone into this cannot be properly appreciated. :(
It's strange, I have almost similar system, and there are no problems. I have no idea why this is happening. Some players can play without problems on more slower PCs. :confused:
Perhaps a problem with the video card. Modern videocards are not meant to be played in FMs with hi-res textures. But I'm not a technician.

My specs are 3G Processor, 3.25G Ram and 1G Geforce 8800 GT and I can run it with very negligible slowdown (even at the start), at the point where the slowdown doesn't bother me at all.

I used my laptop to play the mission (v1.1 and 1.2), and the framerate was acceptable all the time. Went down a bit in some places (e.g., the place around the "House of Science"), but never slowed down so much that it became intolerable. System specs: Intel Core i3-2350M (2 Cores, 2,3 GHz), 4 GByte RAM, On-CPU-graphics (Intel HD 3000), Win7 x64. The laptop's fan didn't make much noise during play, and the CPU didn't get very hot. When playing "Death's Turbid Veil (v1.1)", however, the CPU temperature reached its maximum acceptable value (85°C) very quickly and the fan howled like an aircraft at take-off.
Could be interesting to find out what's the difference between "Death's Turbid Veil" and "Bad Venture", making the first one almost a slideshow in some places, while Soul Tear's latest creation doesn't bother the same laptop very much.
An ancient machine, equipped with an Athlon XP 3000+ (a single-core CPU at 2,1 GHz), 512 MByte of RAM and an ATI Radeon 9550 video card (256 MB video RAM), running an old Windows XP, could not produce an acceptable framerate. FPS went up a tiny little bit when I increased the RAM from 0,5 GByte to 1 GByte, but that still was not enough to play, at least not in most open spaces (e.g., the starting area). Furthermore, the ancient relic did not display the interior of the "Stumbled Traveler" tavern correctly; when reaching the upper level of the tavern, everything turned into a yellowish-brown fog with zero vision. I guess 256 MB video RAM aren't enough for that part. Well, I did not really expect the ancient machine to deliver solid performance in this case... No idea what exactly makes the difference between my two machines in this case, but I'm getting used to the fact that the ancient machine won't play many newer missions anymore. Same with "Kingsbridge". So, don't consider this as a complaint, please. Maybe it can serve as another hint at why "Bad Venture" is playable on some machines, but annoyingly slow on others.
Concerning the mission, I had a hard time getting used to such a kind of gameplay. Maybe it would be a good idea to reserve some of the gameplay challenges in this mission for higher difficulty settings.
Then, of course, the two exits from the deep chasm near the starting point were a problem. Both involved shooting a rope arrow at a comparatively small and/or distant object with high accuracy, otherwise one could not get off the rope towards the target successfully. I find it very frustrating when I know exactly what I have to do, but have to do it with an almost insane amount of accuracy just because the author decided he wants to have it that way. Not all of us like endless "save and reload"-sessions.
Other than that, I had frequent problems when holes (e.g., floor hatches) suddenly seemed to be too small for Garrett, or when apparently invisible things blocked my path. For example, near the Lady's house, I wanted to do a bit of rooftop climbing, going west from the elevated street, but very often got stuck near the right (=northern) part of the roof closest to the street.
