It's hard to get close enough or to hear sounds underwater. The best way that I found was to swim above it then straight down on top of it. I don't believe there's any other way to open it, though I'm not positive as it has been many years since I've played this mission.

Anyways, I'm in the basement scouring the floor for the explosive, but even with the previous hints I can't find it. I see the two canisters on the table, and the one off of it near the chair, but those aren't frobbable. Can someone upload a screenshot or something? I'm hopeless here.

Well crap, my game is messed up or something, cause there's no canister there, and I don't have it in my inventory unless it doesn't show, which is unlikely.

It doesn't go into your inventory, which can really throw you off. I've never heard of any bug with the cannister not being there. Could you have picked it up and dropped it somewhere else nearby? Perhaps if you have a recent save from before you entered the basement, you could load it up and check again.
