Dang I'm stuck already. I flipped the electric switch in the sewers, then cut the wires and broke the pipes so they leak gas.
Can't figure out the next move.

You need to hit the gas pipe several times, until there are several leakes (i think 4), then hit the switch. Hitting the pipe while the wires are sparkling might be a bad idea.
