there is a area with 3 paths in one of the buildings one is a downstairs path, one is a middle path is a straight across area and last area is a stairway upstairs path that branches into 2 more upstairs paths and a upper level to search, i pretty sure he is up the stairs and maybe up one more set
as i said before with out that guard key you are not going to beat mission unless there is some rope arrow place i never seen?

I spent over an hour and only found maybe 4 people and no keys... I even restarted the game hoping it was just an error. nope. Cannot find anyone with a key. Bummer.

Keep exploring.
A pickable door off the "ruined" area on the map will lead to an area with a lot more guards, one of whom has the first key. Once you have the first key, the rest of the mission goes much faster.

Maybe I don't understand what is considered the ruined area? It all looks the same to me.

yes the map is way bigger with exploring then it looks like, many branching paths that keep expanding into other paths, another bit of advice there is a part where there is 3 outside areas, one of them had a door behind the stairs that come down, you must go through that to get to guard with key, everything before that is just loot and vault area you come back to later
