[SPOILER]Many of your questions are closely connected. Have you found the vault, yet? If not, read Jeffrey's note (found in the east bedroom). It tells you where to look for the entrance.
To shut down the horn's electricity, examine the northwest tower (the one with the telescope) a little closer. Save your game before you try this (you'll see what I mean), so you can reload in case it doesn't work (one person seemed to experience a problem with it, although during betatesting it worked fine).[/SPOILER]

[spoiler]I keep hearing about ice and stuff, but I can't find the key to the cold storage. I've been in the vault already, but that clue about the stars is no help to me in getting past the eight switches. I've looked in the telescope and nothing is found[/spoiler]

[SPOILER]The note in the servants' bedroom tells you where to look for the cold storage key: It's in the elevator shaft of the dumbwaiter - just send it up and look inside.
There's something else with stars on it: Look at the painting "The Hunting Dragon".[/SPOILER]

what "stars" are meant for guidance? not the moon in the telescope I presume?
