Have you accidentally installed two FMs at once? Try the FM cleanup mentioned in the FAQ. (plus any .mis file from 17 and above, and any .gam file that isn't called dark.gam)

The thugs' base is in the old mines, so that's where the attacker will go after getting the money from you. If he gets there and finds a body, or he's told that an intruder was spotted, it would be safer to leave the money somewhere else. It won't be a wasted trip however, since there will be clue on the table in the boss's room.

I have another question: do I have to disable Lord Barnham after Garrett speaks to him? And where in the basement is the Torc?

Barnham's instructions are to find a large opening in the basement. It should be clear if you check the map. He also says to keep heading downwards, so if you are going up a flight of stairs, you're going the wrong way.

That door opens after you talk with jeweller.Been there done that. I saved and did some extra exploroing prior to the meeting. I think I must have done something I wasn't supposed to. Game broken. I may have to start over.
Never Mind. I went back to the jeweller location and found I missed a key.
