Perhaps you're missing the library key? If that so, it is indeed in the sewers (check one end, behind a metalic... fence... god my English is awful)
But here is the cellar key, if i am correct.
Cellar key was insanely well hidden actually. Under one of the broken wood floor remains (2nd floor broken down, so it's on 1st floor) on Namez's... house?
Even though i've played this about a month or more ago, i don't really remember it all that well. Short memory.

when I was searching for the keys it was like a mision with mages in thief gold and when I picked the cellar key it was fasinating where I went,,
The monster is easy to deal with. I just move around him until the door opened and then I run away...
I found 1 secret out of 2 and stole 2403 loot,,,

I think thief 3-shalebridge cradle is scaryer than the begining but wil see...maybe the second and third part (ink and dust) IS SCARY ENOUGH...
everything is good in ''the begining'' but sometimes sounds are too loud and I cant hear the guards what are they talking about....and when I read something music is too loud...
-now I'm playing discovery,,everything is good, i found soul heart and keeper rame but i haven't found another keeper corpse-where is it????? I also found tunel 13 key,,,,,

The second part is about as scary as the first one, but before playing the third part you should make sure you have some spare trousers nearby in case yours get... damp.:ebil: And if that's not scary enough, play

That is a common problem with the first two Rocksbourg missions. I think it appears mainly with english versions of
Thief 2, but this riddle has not been completely solved yet.

You found the one on a balcony somewhere around the city right? Ramy i think was the name. The other keeper is somewhere in the bottom of Soul place hideout
Rereading your post, i think it's the other way around. Check the place near a mechanical robot, a human guard and a staircase you come out from and meet them. Somewhere around that place. I probably wasn't clear enough though.
