To me it looks like a steam punk revision of a german hand grenade of world war 2, or maybe even a molotov styled piece of metal.
it is certainli connected with fire...explosive maybe some kind of mine? you launchit and it explodes after a certain timing or as one steps too close?

To give another guess: I always considered it to be a thrown down (Mechanist?) torch – maybe with replacable cloth or something – to fit the down-with-the-lights attitude of the game. You know, like the lantern Garrett puts out in the intro video or a subtle image of showing that a torch bearing guard has just been blackjacked.
