Could be a gas arrow. Maybe the red/glowy part is just some detail meant to show that the gas inside is under high pressure :p

Maybe it's something to light torches? It seems kinda unpractical for a flare, as when it gave off enough light out of that hole to be flarey, the fire on your hand would be giving off more light :P
I like the idea of some kind of mine or grenade. Maybe for fixing jewlry until they had those handly little smolder things :D
