I used a rope ladder to climb up onto the flat-topped carts in the market section. Then I mantled up onto the brick wall, and jumped out of the world. After running around for a while, I found a row of "skylights" in the ground, with someone standing beneath one. He jumped back and started asking me not to hurt him and all that other stuff.
[SPOILER]These are behind the jail. My objectives are met and I'm ready to go to the warehouse and climb into a crate, but I want to know what this guy is all about. Is he someone who got lost off-world or did I miss something in the game?[/SPOILER]
This IS a TERRIFIC mission. Some great humor and good fun finding stuff. I want to keep exploring, looking around for more stuff even though I don't have to at this point.

He is one of the prisoners in the cells in the basement. If you open their doors with the switches in Lonzboy's "office", you can get in the downstairs cells. Look up at the back of the cell, and you'll see a shatterproof glass at the top of a angled tunnel. I guess CityWatch is getting soft, because I didn't want to leave those poor taffers in the basement completely in the dark.

Make sure you're in the right bedroom. It's the one downstairs in the duplex, and when you open the bedroom door it's right there to the right, plainly visible behind the armoire.
For the warehouses, climb the fire escape and then hop on the wall that has the pipe running around the building. Crouch when you are walking on the pipe, and follow it until you drop right on the balcony. That door is unlocked. The other warehouse is pretty straightforward. Get on the roof with the chimney. Run north and hop on the other warehouse roof. You can quiet your landing with a moss arrow if you like. On that roof is a chair and an apple, and behind the chair is a little switch. The wall opens and leads into the warehouse.
To get into the offices and powerhouse, either wait for the guard on the catwalk and gas arrow him, (or...you know....kill him, if that's your thing) and take his key. To get into those two buildings without a key, run on the roof with the chimney towards the third floor of the offices. A properly timed leap will get you up there, and the lunchroom doors are not locked. Then you can pickpocket the guard's key quietly.
