From what I understand "XP Mode" is just Virtual PC, and as all(?) virtual machines, the 3D support is either very minimal or non-existent, as the virtual machines emulate hardware devices of the guest OS.

VirtualPC emulates the S3 Trio 64 integrated video, which only does 16 bit color, which is partly why most games don't work in Virtual PC. See my screenshot here:

DosBox should work fine though. I know it does in VirtualBox.
VirtualBox uses it's own video emulation called "VirtualBox Graphics Adapter". No clue what the specs would be on that, as device manager doesn't give any useful info.
Sun claims Vbox supports DirectX and OpenGL now, but I don't know what sort of games Sun has run to test this. TG and TMA sure won't run on a guest XP install in VBox, even though Vbox supports 32 bit color.
So don't expect to be playing games in a virtual environment. It's not going to happen unless you like DosBox.
Maybe a NES or SNES emulator would run, I don't know.

No no, I mean all of the graphics cards ever made, the ones the Thief 2 development team might have used to the latest, greatest, all the ones that fog works on. So that, for any reason, if anybody had a supported card, they would be able to use it, or maybe one of those cards on the list would be economically available, even for a hobo.
I implore someone with more free time to create such a list, and come back to me when they've got something that'll benefeit us all.

And here's an update: My old Dell 4500S, as old and worn as it is, can actually handle EAX, supposedly, as T2 just accepted it as on when I entered settings (Can't tell with no speakers, though).
Now, how's about a simple graphics card that can handle fog as is older so it doesn't blow the bank?! All I need is an old voodoo card or something off Ebay so I can play T2 in all its glory, now.
Will a Voodoo 5 work in XP, or should I go lower?

Voodoo5 cards are huge and need a free PCI slot if I remember correctly.
A nvidia Geforce FX5200 AGP card would be infinitely superior to your integrated graphics, but nvidia cards seem to be flakey regarding fog unless you're using XP.
I've checked the specs for your machine here:

It suggests you have integrated Intel graphics and an AGP slot. Check that the AGP slot is free for use - if it is I would suggest getting a cheap ATI AGP graphics card. It seems that ATI is a must for fog, though others on this forum will help you better than I as to exactly which ATI model to get.
So, here's my advice based on the limited info I have: get an ATI AGP card with a passive cooler (cards with passive coolers don't usually require a power lead plugged into them) and check with forum members here that it works before commiting your money. ;)
