I don't know about an FM, but that's the number of times the bell in the bell tower rings at the beginning of Life of the Party (and Eavesdropping, too, of course).:)

This exact same thing happens to me exactly as you describe it, except I am running Windows XP with NVIDEA GeForce 8800 GT. Like lots of people I guess, I never had any video problems until I bought the new video card last summer and needed to use DDFix to get the game to run at all. It is kind of annoying, but I'll take it just to be able to continue playing.
Just edited this post to add (for what its worth) that I can see fog in missions.

Adjusting my settings to match Scrooge's, I saw no difference compared to the basic instructions to enable Table Fog and Z Fog only. I still get "Wall of Fog" effect. It looks okay at certain angles for some screenshots, but not most, and not when moving around.
Anything here of note?
