Anyone knows how I can reach the second floor in the Blue Rose, in the hall with the congregation?

if its the room with enforcers sitting at some tables, then you need to go down the end by the fireplace, then youll find a ladder in the right hand corner..

Sorry, but this is still not the room where I´ve got a problem to get to. I think it´s more connected to the question of Marteau: how can I get on to the 2nd floor of the main hall or this balcony?
