It's also worth downloading a new zip. Sometimes missions get broken and a simple new download does the trick.

The existing one in my Thief Sneaky Upgrade folder or the one in the cabot1b.zip folder? That's what I'm trying to understand.

Mission from Snobel's link worked out of the box for me, no crashing, lockpicking works as well.

The thing to check is whether the zip file contains a user.ini or a user_patch.ini. If it contains a user_patch.ini, all is well. The first time you run the mission after installing from FMSel, your normal user.ini is copied into the FM folder and the content of the user_patch.ini file is then applied to it. (This is done by the SU.) That way you can have your own customization (in user.ini)
and the FM can apply necessary changes (in user_patch.ini).
If the zip contains a user.ini file, then you may have to unpack the archive, rename it to user_patch.ini and repack. Not sure if that'll always work.
In this case don't bother with that, instead uninstall Cabot from FMSel, re-download the zip from Taffer's Paradise and reinstall.

Ok, I'll see if that works, it's weird that I've played like 5-7 other Thief 3 fan missions with no problems, but this one in particular has a bug in it.

I can't complete the loot goal on Expert. In my first playthrough, I ended up with 69 percent of the loot, way short of the needed 90 percent. fortuni's walkthrough confirmed I had technically found all the loot in the mission. So I restarted the mission from the beginning, hoping more loot would spawn on the belts of civilians. In the second playthrough, additional loot did spawn on belts, but it only brought me up to 71 percent.
fortuni's walkthrough says 1925 is available in the mission. My current ingame loot list says I got 1975, but it only counts as 71 percent.
Is there something wrong with the game's loot percentage calculation on Expert?

That's weird, I can't remember if I checked to percentage shown when I wrote the walkthrough but I'm pretty sure it was correct otherwise I would have placed a note saying as much in the walkthrough. I'll replay this mission later and see how things work out for me.
