Earlier in this thread, other people reported they were stuck at around 69 or 71 percent as well. Flux then released a new version with a fix. I reckon Taffers Paradise hosts the old version in which the loot percentage bug on Expert is still present. That is where I downloaded from.

There are two versions of the mission: Version 1.0 is the older version in which the bug with the loot percentage on Expert is present. Version 1.1 is the updated version with multilanguage support and a fix for the bug. After loading the updated version, I was now able to complete Cabot.
When you look at my final time, keep in mind this was my third time playing the mission. At this point, I was almost speedrunning it. My estimate for a normal playthrough is about 60 minutes.
Stats:
* Expert difficulty
* 35 minutes
* 100% loot (more than 100% is possible if additional loot spawns on belts)
* 1 hint needed
Elements I liked:
* Gorgeous architecture, textures, and lighting. This is a fine-looking mission!
* The map is large and has no loading zones.
* There is some exciting vertical action where you must jump from one balcony down to another one.
* Guards are well placed. It looks like the map is ghostable.
Elements that could be improved:
* The worst kind of key hunt: lots of locked doors, lots of keys, unlabeled keys, no hints on where to find keys.
* The journals in the mansion do not build an intriguing backstory for characters. The characters sound nasty, with lots of cursing and fantasies about punching people in anger.
* Entire pages of journals are devoted to fourth wall breaking jokes. This was a bit too much for my liking.
* All locks in the mission have the same left-right-left pattern.
* Some stairs appear to be built incorrectly: Garrett has problems ascending them.
* If you extinguish a large candle on a chandelier in a room to the west of the top floor, the light level in the room does not decrease. It is as if the light is not actually tied to the candle.
* If you climb up to the railing above the stairs in the central hall, your footsteps making splashing sounds, as if you were walking through a body of water.
* When I picked up the first moss and gas arrows in the mission, I got pop-ups with an explanation on how to use them. This is not needed in fan missions since players will be familiar with them from the originals missions.
Bugs:
* I could pick up loot through the walls of the safe in the shop near the starting location. This is a common T3 bug.
* The loading quotes are not properly set up. I frequently saw text that said "This is a loading quote..."
* Goals do not show up in the menu before the mission, but they show up ingame.
* When you switch to the map, it shows the layout of the Blue Heron Inn.
Hints needed:
* Missed a key on a bench in the south garden.
