Also, in my T4, the thief (which clearly isn't Garrett anymore :( ) is Garrett's apprentice and he (I assume he's a guy) gets clues and inside information from his master via correspondence. All the other City underground consider him as a rookie and don't give much respect for him. He must work with different factions (pagan agents, organised crime, corrupt police, maybe even the chaos beasts ) to find out more about The Unbeing and the sinister NWO group worshipping it. As the story progresses, you will see these dark, hooded figures all around the City more and more. Ultimately, all the lights go out and the City goes dark.
Not much of a story, but might make some cool missions. Imagine, for example, missions outside the city. In the high security nobility business district (steampunk Wall street :) ). In the snowy mountains. Secret society HQ. City without lights (move when the moon is covered by clouds :D ). Infiltrate a crime-guild costume party in a steampunk nightclub. Anything is possible.

Yeah, me too. But what I've understood, we won't be seeing/hearing him again. :(
