There is a point in TDP that made me confused...
The Keepers sealed the Cathedral with 4 talismans.
So did they create them ?
They decided to hide the talisman of fire in the Lost City ?
Who are the armed guards at Lost City ? Surviving raiders ? And the mages ? Are they also raiding for the fire talisman ?
The ancient habitants were human-like or they were Chuthulu-like (just like that bizarre statue that makes you say "Creepy") ?
And how did the air talisman fell to the Hammerites hands and the earth talisman fell to the mages hands ?

Armed guards in Dark Project's Lost City?
Mages? Thief Gold, right? Armed guards? How did I miss them? If there are armed guards in the Lost City they are with the Mages (unless their uniforms show employment with someone else). I've only played Gold once, and that was after cutting my teeth on Dark Project and Metal Age.
The Keepers made them (or acquired them first) and placed them around.
As Keepers of the Balance, they influence anybody they need to. They don't just sit and study and copy writings all day. They were more badass in the past and have slowly stagnated over time, even as the story progressed in the games.
They had dealings with the Hand Mages.
They had dealings with the Hammers, and do so again in TDS.
They had fewer dealings with the Pagans, especially in TDP/Gold, but definitely in TDS.
How they do their work is unknown, but work they do, and had done for hundreds of years. If Garrett never advanced past Acolyte, and Artemus sometimes catches Garrett unawares, who knows how influential the Keepers might be? If they can hide the presence of the Keeper Compound in the middle of The City, who knows how they might influence other people into holding an item or two safe for them?
There's no evidence that the Keepers don't interact with people. They may act INdirectly and only to maintain the Balance, not upset it. There is evidence of Keepers going too far or just far enough to cause concern.

Yes, it´s Thief Gold.
They replaced the crabmen from the original game.
The Keepers are so cool. They remind me of the Watchers from Marvel comics. They observe people from the shadows. But the Keepers actually have the balls to interfere, with extreme caution and finesse, but they do interfere for the sake of balance.

Yeah, I like the Keepers a lot.
I'll look for those armed guards....
