And yes, the first thing I did was go to the FAQ and download the proper .EXE fix. More details:
With my Radeon 9800 XT, I could solve this problem without needing the download, just by dialing "hardware acceleration" down two notches in the Windows display properties window.
Now I have something a bit more...beefy (GeForce 7950 GX2), and dialing down the acceleration won't stop the "texture memory" error window. Dialing it down any lower disables essential D3D functions and forces me to play in software mode, which works I guess, but I'd hope I could play it with hardware to avoid the chunk-o-rama.
So I downloaded the .EXE fix for my version (1.33) and replaced the old Thief.exe. And now the "texture memory" error window is gone, but instead I just get a plain 'ole black screen. Changing hardware acceleration doesn't do anything, and with the fixed .EXE it won't run in software either. Thankfully I didn't completely delete the old executable, so I can experiment with both. Adding a "safe_texture_manager" to the previously blank user.cfg didn't help, nor did playing around with Windows compatibility modes. Reinstall didn't help either.
Anybody have any ideas?

I haven't tried this with the absolute latest drivers that just came out a few days ago, but the release before that was the problem. I had to go back one more driver version to correct the issue. (this MIGHT be bad for you as I can't remember if that version supported your card yet).

safe_texture_check?

No, I typed in "safe_texture_manager". I just couldn't remember it off the top of my head when posting.

I pretty much have the exact same problem, any help would be great... I have tried everything you've done and more.

Oddly enough, TMA works just fine on my rig by adding the "texture_manager" line.

yeah, same here w/ t2.... on thief dp with the v1.33 fix, if, before i start a mission, I go to options, video, and turn hardware off, then once in game I turn hardware on, it works sometimes but it's such a pain in the ass...

Yeah, I tried that one and it didn't help. I mean...I guess there comes a point where some games just get too old to play on current systems, but I swear I should be able to run this game without resorting to the software visuals.

Huckeye is right. i'm having the same problem since i updated nvidia driver to 9x.xx. so go back to 8x.xx or 7x.xx if you can.
perhaps someone can make updated exe patch for 9x.xx?
