Very odd. I had a 5200 too but got shitty results with that. It was more akin to watching a slideshow! :p Maybe it's something to do with the Athlon 64's or Windows XP using too much memory up?
It is meaningless to compare frame rates descriptively like "smooth" or "jerky", because people have vastly different ideas of what constitutes acceptable performance. I would find 18fps to be unplayable (for example), but for many people this is fine.

But anymay, I still think that the 6200 should be able to handle any game from early 2004 like TDS.
When the game was produced is irrelevant. TDS is a very poorly-optimised game which makes use of dynamic lighting techniques and requires a higher performance card than many other games (such as Doom 3 or HL2) that were around at the same time.

Memory Interface: 64-bit.no good, this card is not meant to run games (ANY games).the 128-bit version of 6200 packs a decent punch (for the money),but any,and I really mean ANY card that has a 64-bit memory interface will simply perform VERY poorly,no matter how old the game is (hell,my working machine has a radeon9600se 64-bit,and that piece of garbage chokes on CS 1.6,and thats one hell of an old game)..

Living in a third world country really sucks :(
What country might this be? I ask only out of idle curiosity, having lived in several "third world" countries myself.
If it's of any help, I have a GeForce Ti4200, 128mb Ram and it works very nicely for TDS.
