I've always found that apart from the wholesale slaughter of the city hubs, one can sneak/ghost through ordinary levels even if one is blind and deaf. I did it once.

Sneak - yes, but not steal. There are a lot of places where missing loot causes AI yellow alert. The only means of preventing this is to block AI's route somehow, but it's also considered a bust.

The TDS AI will not only notice open doors, extinguished lights, and missing loot, but make an appropriate remark and walk over to inspect the situation. This kind of reaction falls between the T1/T2 1st alert ("Thought I saw something" and 2nd alert ("I'll find you soon enough"). investigate. They might go over and relight a gas lamp or close a door, but by default they do not search around as the TDS AI do.
Another difference is the weapon drawing reaction in TDS. Other times, the armed AI exhibit the same response but draw their weapons and make hostile comments ("I know someone's there"). Obviously, this distinction doesn't happen in T1/T2.
It's odd that this discussion didn't occur years ago when TDS was released, but the current debate on Eidos is whether to designate the TDS yellow alert (or response to missing loot, open doors, doused torches) as a ghost bust or equivalent to T1/T2 2nd alert.
What do any of you think about the following scenario: if a TDS guard sees a missing gold cup and says "Someone stole it!" and leaves his idle spot to look around briefly, is that the same as a T2 guard hunting around saying "I'll find you, just you wait"?
TDM complicates things. TDM AI have a similar response to missing loot: they comment and wander around in circles as if searching. However, unlike TDS, their remarks are much more provocative. A TDS guard might say "Why is this missing" when he sees absent loot, but a TDM guard typically says "There's a thief in the building!"

Well, for me as a second-class-ghoster at the most, I'd say that if it's impossible to steal something (which on the other hand must be stolen) without provoking such a bright yellow alert, it shouldn't be considered a bust. For me these slow observations of open doors or missing loot don't seem to indicate that the AI knows that someone is there. And I think the idea of ghosting is to prevent everyone from really knowing Garrett was there. "Spooky" elements for the AI might be just the work of a ghost, too. ;)
